Commissioners oppose changes to state program
On the state level, about a year ago, the Human Services Fiscal Code was amended, requiring that nonemergency medical transportation services be provided using a statewide or regional full risk brokerage model. After the code was amended, the Department of Human Services issued a request for proposals to procure the services of a statewide or regional broker to administer the Medical Assistance Transportation Program.
The Schuylkill County Commissioners are not fans of the proposed change. During a meeting Wednesday, they unanimously approved a resolution to support proposed legislation, Senate Bill 390, which delays moving MATP to a brokerage model until a more detailed review can be undertaken.
Currently, the Schuylkill County Transportation Authority provides that service for the county.
“It would put a big hit in their budget,” said Commissioner Gary Hess. “We as a board believe the proposed changes could seriously and detrimentally affect the most vulnerable citizens of smaller communities.”
In other action, the commissioners:
Awarded a $2,074,586 contract to Arthur Aungst, Pine Grove, for a CDBG-DR flood restoration project along Swatara Creek in both Pine Grove and Pine Grove Township.
Granted a time extension to July 1 for the CDBG ADA project at the Tamaqua Municipal Building.
Approved and signed the third-quarter certification statement for the county’s Children & Youth Services, covering the period from Jan. 1 to March 31, 2019.
Approved a contract addendum for attorney Gino O. DiNicola to increase his compensation cap by $8,000 for services rendered until the expiration of his contract June 30, 2019.
Approved the 2018 Compromise of Taxes. Compromises, or adjustments/removals, are made in the following cases: properties improperly assessed, structure razed by demolition or disaster, mobile home removed, property owned by municipality or exempt entity, property taken by eminent domain and taxes paid but not removed from system.
