Police find fugitive with shotgun, knife, drugs seized in traffic stop
A man is behind bars after a traffic stop in Monroe County yielded drugs and a firearm.
Philip Castner, 36, address unknown, faces charges on four counts of possession of a controlled substance; two counts each of prohibited offensive weapons and driving under the influence of alcohol or controlled substance; and one count each of firearms not to be carried without license, flight to avoid apprehension, trial, or punishment, resisting arrest and invalid registration.
According to the affidavit of probable cause filed by Trooper Justin Magluilo of the Pennsylvania State Police at Lehighton barracks:
At 9:25 p.m. Oct. 3, Magluilo was on patrol on Route 209 southbound near its intersection with Route 534 in Polk Township, when he observed a green 1995 Ford F-150 traveling in front of him.
Magluilo checked the truck’s registration and found it expired on Sept. 9. The driver failed to a right-turn signal as the truck pulled into a parking lot along Interchange Road.
Magluilo then initiated a traffic stop. When he went to the car, a man later identified as Castner got out of the truck.
Castner ran off, with Magluilo chasing him. Magliulo used his Taser, which knocked Castner to the ground.
During this time, trooper Ryan Brands arrived on scene to assist, and Castner was taken into custody.
A search of Castner revealed two clear bags with suspected methamphetamines and a white straw containing a white powdery residue.
Police searched the truck and found a sawed off shotgun on the passengers’ side front seat; a 12-inch knife on the driver’s side front seat; a digital scale containing a white powdery residue; a section of glass containing a white powdery residue; a red plastic straw containing a white powdery residue; a multicolored glass smoking device containing suspect drug residue; a purple/white plastic wrapper containing suspected drug residue; clear bags containing suspected drug residue and suspected marijuana; a brown rolling paper containing suspected marijuana; and a glassine baggie stamped “T-Mobile” containing suspected heroin.
A check revealed Castner as a wanted person from the Monroe County Sherriff’s office. A query of his criminal history revealed him as a felon not alloed to possess a firearm, as well as other multiple convictions for drug-related offenses, resisting arrest and theft.
Castner was treated by members of West End EMS for injuries to his face as a result of falling to the ground from the Taser.
Police took Castner to the Monroe County DUI center for processing.
Castner is incarcerated in Monroe County Correctional Facility in lieu of $75,000 bail per the county bench warrant.
Castner is scheduled to have a preliminary hearing at 10 a.m. Oct. 19 before District Judge Colleen Mancuso of Brodheadsville.
