Carbon County court — ARD
Eight first-time offenders in the criminal justice system were placed in Carbon County’s Accelerated Rehabilitation Disposition probation program last Thursday by President Judge Roger N. Nanovic II.
If a person successfully completes all conditions of the program their record will be wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.
All were placed for a year.
Steven Paul Gallagher
, 21, of Lehighton, was placed on a driving under the influence charge. He was arrested on Nov. 3, 2017, by Lehighton police along Seventh Street. A test revealed the presence of a controlled substance.
He was assessed $600 for the cost of the program and his license was suspended for 90 days.
Stefanie A. Hinkson
, 41, of Kunkletown, was placed on a DUI charge. She was arrested on Oct. 20, 2017, by Lehighton police along Route 443. A test revealed the presence of a controlled substance.
She was assessed $600 and her license was suspended for 60 days.
Patti Ann Krehl
, 46, of Albrightsville, was placed on a DUI charge. She was arrested on Aug. 2, 2017, by state police at Fern Ridge along Stony Mountain Road in Penn Forest Township. A test revealed the presence of a controlled substance.
She was assessed $600, ordered to make restitution for damages in a crash of $1,291.21 and her license was suspended for 60 days.
Shane Andrew Messick
, 21, of Jim Thorpe, was placed on a DUI charge. He was arrested on Sept. 28, 2017, along Route 443 in Lehighton by state police at Lehighton. A test revealed the presence of a controlled substance.
He was assessed $600 and his license was suspended for 60 days.
Minerva Muniz
, 25, of Philadelphia, was placed on a charge of endangering the welfare of a child. She was arrested on July 4, 2017, by rangers at Beltzville State Park in Franklin Township, when her young child was found in the park area in the water by herself.
She was assessed $650 and ordered to attend and complete parenting classes.
Kazimierz Pietkiel
, 42, of Albrightsville, was placed on charges of burglary and related counts for an incident on Nov. 18, 2017, at a residence along Center Avenue in Jim Thorpe.
He was assessed $450 and ordered to get both drug and alcohol and mental health evaluations and make restitution of $534.94 to the victim.
Jose Esteban Rivera
, 46, of Allentown, was placed on a DUI charge. He was arrested on Dec. 17, 2010, by Lehighton police along South Street, A test revealed a 0.16 BAC.
He was assessed $650 and ordered to make restitution for damages in a crash of $9,829.31 and his license was suspended for 60 days.
Lori Ann Smith
, 54, of Lehighton, was placed on a charge of furnishing liquor/malt beverages to a minor. She was arrested by Lehighton police on Nov. 11, 2017, after officers responded to her residence to a report of an underage drinking party. On scene officers found at least six minors consuming alcohol in a garage.
She was assessed $450 and ordered to render 20 hours of community service.
Each defendant must also pay court costs of about $1,000, a $50 per month supervision fee while in the program and those charged with DUI, follow any recommendation of their D&A evaluation.
