Carbon County court — ARD

Eleven first-time offenders in the criminal justice system were placed in Carbon County’s Accelerated Rehabilitation Disposition probation program on Monday by Judge Joseph J. Matika.

If a person successfully completes all conditions of the program, their record will be wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.

All were placed for a year, unless otherwise noted:

Felix Antonio Baez

, 22, of Lansford, was placed for six months on a charge of possession of a small amount of marijuana. He was arrested on Nov. 29, 2017, by Lansford police.

He was assessed $450 for the cost of the program and ordered to render 25 hours of community service.

Anthony Matthew Disalvo

, 29, of Philadelphia, was placed on a driving under the influence charge. He was arrested on Oct. 29, 2017, along Route 903 in Kidder Township by state police at Fern Ridge. A test revealed a 0.09 BAC.

He was assessed $450 and ordered to render 50 hours of community service.

Steven Christopher Jones Jr.

, 27, of Nesquehoning, was placed for six months on a charge of possession of drug paraphernalia. He was arrested on Dec. 11, 2017, by Nesquehoning police.

He was assessed $450 and ordered to render 25 hours of community service.

Alicia Kachmar

, 28, of Lansford, was placed on a charge of possession of drug paraphernalia. She was arrested on Dec. 16, 2017, by Lansford police.

She was assessed $450 and ordered to get a drug and alcohol evaluation and follow any recommendation for treatment and render 50 hours of community service.

Rebecca Kimmel

, 38, of Summit Hill, was placed on a charge of false identification to law enforcement. She was arrested on Oct. 11, 2017 by Summit Hill police.

She was assessed $450 and ordered to render 50 hours of community service.

Chester Oliver Martin

, 52, of Mount Vernon, New York, was placed for six months on a charge of possession of a small amount of marijuana. He was arrested on Oct. 14, 2017, along Interstate 80 in Kidder Township by state police at Fern Ridge.

He was assessed $450 and ordered to render 25 hours of community service.

Alex Michael Ryan

, 21, of Blakeslee, was placed on a charge of possession of a controlled substance. He was arrested on April 16, 2017, by Kidder Township police.

He was assessed $450 and ordered to get a drug and alcohol evaluation and render 50 hours of community service.

Glen Daniel Schmidt

, 22, of Center Valley, Lehigh County, was placed on a DUI charge. He was arrested on Oct. 7, 2017, by Weatherly police. A test revealed the presence of a controlled substance.

He was assessed $600 and ordered to render 50 hours of community service and his license was suspended for 60 days.

Rian Shubeck

, 21, of Summit Hill, was placed on a DUI charge. He was arrested on Nov. 10, 2017, by Summit Hill police. A test revealed the presence of a controlled substance.

He was assessed $600 and ordered to render 50 hours of community service, and his license was suspended for 60 days.

Keri Ann Solt

, 26, of Summit Hill, was placed on a simple assault charge. She was arrested on Dec. 16, 2017, by Summit Hill police for an incident in the 500 block of Lansford Court with a woman as the victim.

She was assessed $450 and ordered to render 50 hours of community service.

Kyle Lee Tetreault

, 21, of Nesquehoning, was place on a charge of criminal conspiracy — theft. He was charged by Nesquehoning police for an incident on Dec. 3, 2016, at the Turkey Hill Market on Catawissa Street. He was working as a clerk in the store when it was robbed and knew the suspect, and agreed to be paid to keep quiet.

He was assessed $650 and ordered to render 50 hours of community service, make restitution of $457.52 (his share), and stay out of the store.

Each defendant placed must also pay court costs of about $1,000, a $50 per month supervision fee while in the program and those charged with DUI, follow any recommendation of their drug and alcohol evaluation.
