Summit Hill names new zoning officer

Dan Guinther was named Summit Hill’s new zoning officer on Monday.

The borough council unanimously approved Guinther to succeed Bill Kirklosky, who resigned effective Jan. 31 after serving for several years.

His appointment appears to have come just in time for borough resident Valerie Hall, who said she moved to Summit Hill from Philadelphia in December.

Hall said in Philadelphia, she had a business from her residence of making cookies for a restaurant.

She said there is a restaurant in the Poconos which would buy her cookies, but she needs a letter from the borough’s zoning officer to get permission from the Pennsylvania Department of Agriculture to bake them at her home.

She said she had spoken to Kirklosky before his resignation took effect about the requirements for such a home business.

Hall told the council that she needs the approval as soon as possible because there is competition to provide cookies to the restaurant.

In other business:

• The council approved a five-year contract with the Teamsters union that involves the borough workforce.

Council President Mike Kokinda said the borough has two workers who come under the contract.

The pact calls for pay increases of 3 percent the first three years and 2.5 percent the final two years.

The contract must still be ratified by the union.

• A resident complained that his snow wasn’t plowed in a timely manner.

Borough worker Ronald Yuricheck said the reason is because it’s a narrow street and residents didn’t move their vehicles. He said he couldn’t proceed through the alley.

The resident, Chet Micholik, asked why the borough didn’t force the owners to move the vehicles. Chief of Police Joseph Fittos said tickets were put on the vehicles.

Micholik said he got a ticket but feels vehicles should have been towed. Fittos said towing only occurs if there is an emergency.

• Yuricheck said it has become impossible to keep up with the pothole problem.

He said twice this year the borough crew filled potholes. Then a storm occurred and afterward more potholes popped up.

He said the work crew will be filling potholes this week.

• Four council members said they will attend a program commemorating the 175th anniversary of Carbon County.

The event will be held at 2 p.m. on March 15 in Jim Thorpe. Attending from the borough will be Deb Ranck, Karen Ruzicka, William O’Gurek and Greg Kosciolek.

• A letter was received from Panther Valley School District asking if the council is contemplating any bus stop changes for the 2018-19 school year. The council said it will keep the school bus stops where they are.

• The council agreed to sell a 2007 Ford Crown Vic police car to the highest bidder. The car will be sold “as is” without police equipment. Sealed bids will be received by the borough until 4 p.m. March 26 and opened at the monthly council meeting that date at 7 p.m.

• The council granted permission to Holly Holland to use the Gazebo in Ludlow Park for a wedding ceremony at 2 p.m. June 16.

• A letter was received from American Fire Company No. 1, Lansford, thanking the Diligence Fire Company of Summit Hill for assistance provided during a dwelling fire in Lansford on Feb. 2.
