A former Walker Township man who admitted trying to bribe a 5-year-old girl with lollipops to perform sexual acts after showing her pornography is a sexually violent predator, a Schuylkill County judge has ruled.

That designation means that Victor D. Cain, 54, most lately of Coudersport, is required to comply with Megan’s Law rules for the rest of his life.

Judge Cyrus Palmer Dolbin, who in May accepted Cain’s guilty plea to a felony charge of criminal attempt — indecent assault of a person less than 13 years of age, and a misdemeanor count of criminal attempt, indecent assault without the consent of the other — made the sexual predator ruling on Oct. 12.

Cain falls under the Tier 3, or most severe, offense level of Megan’s Law. That means he must register all of the required information for the rest of his life, and appear at an approved registration site every three months to verify and update his information.

That information includes his name, any nicknames or street names, his phone numbers, any address used to access the internet or any other form of electronic communication, his Social Security number and birth date, his personal, work, and school addresses, including any place where he spends time, a list of places he frequents, including restaurants, and other information.

The information will be given to his direct neighbors, the director of the Children & Youth Services Agency in whatever county he lives in, the superintendent of each school district and the owners of any preschool program or day care center in his municipality and many within 1 mile of where he lives, and any colleges or universities.

The designation also means Cain must attend monthly counseling sessions for the rest of his life, approved by the Sexual Offender Assessment Board.

Dolbin in May sentenced Cain to two and a half to five years in state prison, followed by five years of probation.

He also ordered Cain to not have any contact with his victim or her family.

Cain was already a tier 3 sexual offender, meaning he is under Megan’s Law restrictions for life, when he is believed to have assaulted the girl on Sept. 18, 2015, in West Penn Township.

Cain was classified as a sexual predator after being convicted of corruption of minors and aggravated indecent assault on April 24, 1998, in Clearfield County.

According to a criminal complaint filed by then-West Penn Township police officer Denna V. Krammes, Cain admitted to molesting the girl on Sept. 18, 2015.
