Schuylkill County President Judge William E. Baldwin has placed five people charged by local police into the Accelerated Rehabilitative Disposition program. Successful completion of the program, for first-time offenders, may result in their records being expunged.

All were ordered to pay court costs and fees.

Domenica C. Colancecco

, 27, of Summit Hill, was charged by Coaldale police with driving under the influence, and driving on roadways on March 26, 2016.

Baldwin placed her in the program for 12 months, and ordered her to pay $500 to offset the cost.

He also ordered Colancecco to complete Alcohol Highway Safety School, surrender her license for 30 days.

The roadways charge was dropped.

Joseph L. Lagana,

44, of McAdoo, was charged by borough police with driving under the influence and violating general lighting requirements on Sept. 4, 2016.

Baldwin placed him in the program for 12 months, and ordered him to pay $500 to offset the cost.

He also ordered Lagana to complete Alcohol Highway Safety School, surrender his license for 30 days, and fined him $25 on the lighting charge.

Carla Niedert,

59, of Nesquehoning, was charged by Rush Township police with two counts of endangering the welfare of a child on April 20.

Baldwin placed her in the program for 12 months, and ordered her to pay $350 to offset the cost.

He also ordered Niedert to perform 10 hours of community service.

Elijah J. Tapia,

23, of Kunkletown, was charged by McAdoo police with driving under the influence, possession of a small amount of marijuana, possession of drug paraphernalia, and violating general lighting requirements on Dec. 31, 2016.

Baldwin placed him in the program for 12 months, and ordered her to pay $500 to offset the cost.

He also ordered Tapia to complete Alcohol Highway Safety School, surrender his license for 60 days, and fined him $25 on the lighting charge.

Wendy Willing,

49, of Barnesville, was charged by Rush Township police with identity theft on March 22.

Baldwin placed her in the program for 12 months, and ordered her to pay $350 to offset the cost.

He also ordered Willing to perform 10 hours of community service.
