The Pennsylvania State Association of County Controllers recently elected Schuylkill County Controller Christy D. Joy president of its executive board.
The PSACC is a statewide association whose goal is to address specific challenges that face the county controllers, advocate on their behalf, and encourage collaboration while advancing members' professional development.The organization consists of county controllers from 38 counties across the state, their deputies, solicitors and staff. It strives to educate and inform its membership, and to be a resource for and about county controllers."I look forward to working closely with Christy again this year. I believe that he will be our 'tech' president, as we work together to update our Web page, and improve the flow of information from one controller's office to another," said Executive Director Shelley Whitcomb.Joy was elected president onJuly 26, during the organization's 103rd annual meeting in Lancaster.In his new role, Joy will continue to work with the rest of the executive board in coordinating PSACC activities, and assisting his counterparts in other counties with their specific needs, among other duties."I am honored to be elected by my peers to lead an organization that questions authority and promotes transparency," Joy said. "Leveraging the education and networking from the PSACC allowed the Schuylkill County Controller's office to become a standard for best practices for fiscal internal control.""When I first saw the previous county controller from Butler County with his county code book all highlighted and bookmarked, I thought he was a madman," Joy said. "Five years later my book looks like his."
