Carbon takes look at bidding requirements

Carbon County officials feel they need to make changes to the bidding requirements for projects.

On Thursday, the county commissioners opened bids for two Community Development Block Grant projects - one for street improvements in Mahoning Township and another for renovations to the Weatherly Area Community Library.The Mahoning Township project received no bids and will be readvertised.The problem arose with the library renovation project.Only one bidder paid the $25 fee to pick up the bid packets for the project, which includes what work is needed; but two bidders submitted bids.The first, Reilly Mechanical of Minersville, which paid the fee, submitted a bid of $22,050; while Classic Floor Covering Company of Hazleton submitted a bid of $1,200.Classic Floor Covering was then disqualified from the bid because it did not supply a bid bond, which is required with all bids.But the bid started off a discussion on how the county should handle bids moving forward.The commissioners said that they, and the Carbon County Office of Planning and Development, will look into addressing this, possibly changing the advertising wording from bid packets may be purchased to must be purchased.The county then tabled Reilly Mechanical's bid for two weeks to allow planning and development to review the bid.In other matters, Carbon County Commissioner Thomas J. Gerhard announced that Carbon County is breaking the national average when it comes to Boy Scouts earning their Eagle Scout award."The national statistic is 4 percent," he said. "Carbon's is 23 percent. That speaks volumes of the scoutmasters, leaders and Scouts."
