A proposed tax break for seniors in Ross Township has been declared a no-go, according to the board's solicitor.
Chairman Howard Beers Jr. introduced the idea for a tax exoneration based on age and residency at last month's meeting. Solicitor Tim McManus was tasked with researching the idea."We unfortunately can't do it," McManus said at Monday's meeting. "Pennsylvania, by its constitution, requires all taxes to be uniform. The only way you can exempt anyone from paying taxes is if the state Legislature determines that a certain group is in need of an exemption and actually passes a law allowing it."McManus said that he looked into any way to implement the break within a second-class township, but could find no precedent."It's a well-intended plan, but without the state Legislature, you're not going to do it," he said.Beers suggested that the board may contact the Legislature on the matter. The supervisors also turned down a movement to install guide rails for a home at the corner of Cindy Lane and Pheasant Road in Saylorsburg. The property had reportedly suffered damage from vehicles that went off the road in at least five incidents, Beers said.Road foreman Ethan Brewer had looked into the project, and had received an undisclosed quote for costs, but when two of the three board members voted the rails down, the motion died.Supervisor Russell Kresge Jr. suggested installing signs near the intersection, though no vote was taken.
