Penn Forest park issues discussed

Penn Forest board of supervisors has a message for park visitors - take care of your dog.

During the regular supervisors meeting, Chairman Warren Reiner made a simple, but honest plea to dog owners who are taking advantage of the Recreation Park."I see people there all of the time with their dogs, and that's great," said Reiner. "But some are off leash, and the other day in just one small area I saw three piles of dog waste.""In a few weeks, children are going to be back to playing on these fields, and we cannot have this."Reiner pointed out that he frequently sees people walking with their dogs along the walking path, and that they usually are leashed and that the owners carry plastic bags with them and quickly pick up the waste. But it is clear that some park users are not following the rules."There are park rules. We expect everyone to follow them," Supervisor Scott Lignore said. "If not, we might have to change the rules."Concession standIn other park business, the township is moving ahead to finish the concession stand, lighting and electricity this year.Reiner said the lighting and electricity will be just what is needed to run the concession stand, a few scoreboards and light the areas that need to be lighted for user safety. The township will not be paying to illuminate any playing fields.The township has tried to keep the cost of the concession stand to a minimum, and in that vein, Lignore has worked to have the project designed at a minimal cost to the township.Monday evening the township engineer from Barry Isett Associates listed costs to survey, finalize the bid package and monitor the work in progress, and the estimate was $16,300."I don't know, that just seems too high," Lignore said. "Maybe we should get someone else to quote on it.""You have the benefit of having worked on this project for a long time," Supervisor Christine Fazio said. "Can't you do better?"Reiner agreed that the numbers were high, but is also concerned with moving the work at the park along.The supervisors agreed to look at a second bid, while giving the firm a second chance to come back with a lower price to have the package completed. The supervisors will have a call-out vote on March 15 to decide how to proceed and will ratify their decision at the April supervisors meeting.Reiner also addressed that need for an alternate to serve on the township's planning commission."Anyone interested in serving as an alternate should send a letter of interest to the township," Reiner said. "We would really appreciate it."The supervisors paid bills in the amount of $108,754.17 for the month. Of that, approximately $52,000 went to payroll, taxes, insurance and other employee expenses.The township has $6,660,470.50 on deposit.Christine Whaley and Kortney Kotow addressed the board regarding a request to start a "Boys and Girls Club" in the area.Reiner suggested that she send a letter outlining her plan to the supervisors.Township solicitor Thomas Nanovic suggested that she also send a copy to the Park and Recreation Committee and plan on attending its meetings.
