Tamaqua man facing out-of-state kidnap and rape charges

A Tamaqua man is facing out-of-state charges of kidnap and rape of a child and was taken into custody Friday after giving police a chase through downtown.

Pennsylvania State Police, aided by Tamaqua Police, apprehended Justin Robert Major, 32, of 49 N. Railroad St., on a fugitive from justice warrant after spotting Major walking in Burger King, South Center Street, according to the police affidavit.

When Major saw police, he began to run and was ultimately taken into custody after a brief scuffle near the Wabash Creek riverbank behind Kotch Notary Service, 226 C. Center St.

A law enforcement officer was injured in the altercation.

Various jurisdictions are involved in the case as the warrant wasn't received in Schuylkill County, but in Wilkes-Barre.

Corporal Christopher Hill of the PSP Bureau of Criminal Investigation of the Northeast Computer Crime Task Force said Detective Charles J. Balogh of the Luzerne County District Attorney's Office received a warrant from the state of Louisiana indicating Major was wanted in that state.

Charges against the defendant include: indecent behavior with a juvenile, computer-aided solicitation of a minor, and rape and aggravated kidnapping of a child.

The offenses reportedly involve a twelve-year-old girl, with the incident taking place in Bossier Parish, according to police documents.

Major was arraigned before Magisterial District Justice Stephen J. Bayer, Tamaqua, at 4 p.m. Friday. Major told Bayer he recently had spent four days in Louisiana.

Since charges also are pending against Major in Pennsylvania related to the police chase and injury of a law enforcement officer, Bayer explained the likely procedural guidelines for Major to respond to the charges.

"We will set a hearing in 30 days in the Court of Common Pleas," said Bayer, a step to ensure timely disposition of the case as it applies to charges pending in Pennsylvania.

However, Balogh indicated that the state of Louisiana would likely remove Major to that state within the 30-day time-frame.

"You will need a Louisiana attorney down there," said Bayer to Major.

It was noted that Major was never before arrested in Pennsylvania.

Bayer expressed concern about Major's attempt to flee police, a move that suggests an unwillingness to cooperate, said Bayer.

Bayer set bail at $500,000 straight cash and Major was remanded to Schuylkill County Prison. He will be extradited to Louisiana to face

charges.

Balogh was the injured officer, sustaining a leg injury during the apprehension.
