Trash and recycling haulers now have a new set of rules.
Schuylkill County commissioners on Wednesday adopted a solid waste and recycling transporter ordinance.The ordinance establishes a hauler registration program for anyone who collects and transports municipal solid waste and/or recyclables generated from sources within the county.There's no fee, but registration is required.It also provides waste flow control requirements to direct waste to designated processing and/or disposal sites, and imposes penalties for violations.The ordinance will be administered by the county Office of Solid Waste and Resource Management.In other matters, commissioners approved a $26,145 agreement between the Emergency Management Agency and Swiftreach Networks to provide the county with mass notification services from July 1 to June 30, 2017.Funding for the agreement will be paid through the Homeland Security grant program.Also on Wednesday, commissioners approved a one-year, $23,570 maintenance agreement between the 911 center and Kova Corporation, Little Egg Harbor, New Jersey, for an 88-channel Audiolog Max Pro recording system purchased in 2008.The agreement is from Aug. 1 through July 31, 2017.This agreement has been in place since 2009 with no price increase.Commissioners also approved a one-year agreement with Essentials Management Solutions, Pottsville, for a general consulting support service of $12,260 per month for the 911 center and project management services for $7,000 a month.The agreement begins July 1 and ends June 30, 2017.The cost is the same as last year's agreement.
