Troopers responded to the scene and determined the death was a homicide. Troopers said they also learned, while attempting to identify the victim, that Hazleton city police were investigating an arson of a vehicle in the “Club 570” parking lot off Stockton Road in the city. The arson was reported at 7:52 p.m. on Tuesday and Concepcion’s body was found about 9:35 p.m. Investigators learned that the vehicle set on fire had been used by Concepcion earlier in the day.
