Monroe woman charged with housing fraud
A Monroe County woman has been charged with housing unauthorized individuals, and for failing to report income coming into her household.
Lisa Gosa, 47, of Tobyhanna, faces charges of theft by deception - false impression; and theft by deception.Gosa is scheduled to have a preliminary hearing Feb. 1 before District Judge Kristina Anzini of Stroudsburg.She remain free in lieu of $25,000 unsecured bail.According to the affidavit of probable cause filed by Detective Joseph Coddington of the Monroe County District Attorney's Office:On Nov. 12, Coddington met with Linda Kaufman of the Housing Authority of Monroe County about an investigation concerning Section 8 Housing Choice Voucher Program fraud.Kaufman said that she had information concerning people not authorized by the Housing Authority of Monroe County who were living with Gosa at 8561 Bumble Bee Way in Tobyhanna.Gosa is a Section 8 HCVP recipient and receives a subsidy to pay her rental cost at that address.Annually, Gosa is required to certify her information with the Housing Authority of Monroe County, and provide information regarding the identity and income of all household members.Gosa came to the detective center in Stroudsburg to speak with Coddington, and said that she had two children in her house. When pressed by police, Gosa admitted that her one son and his girlfriend have lived with her on and off from February 2014 to present.She said that her son's girlfriend did work at Kalahari Water Park for a little while, but does not work there any longer, and does not live with Gosa any longer.On May 5, 2015, Gosa's son called the police to have his ex-girlfriend removed from the house.Gosa's son and his ex-girlfriend both were living at the house.Her son told the police his "baby's momma" resides in the home, but they are no longer a couple.He then said he wanted her to move out of his bedroom, but she refused.The police said that they could not remove her. The police officer then spoke with the ex-girlfriend, who said that Gosa invited her to live with them in her home.The police officer then verified the information with Gosa.Gosa has received $26,174 in rental assistance, and utility assistance payments of $5,326, totaling $31,500 in benefits she was not entitled to from the Monroe County Housing Authority.
