Plans for a development program to open Hauto Dam as a recreational area for the public were announced by the Panther Valley Water Company.

Details of the plan highlighted five principal points: establish boating, fishing and other recreational activities that would be available to the public; create a picnic area for the public; improve existing roads and build new ones; make more land available for cottage sites; and provide for commercial sites.The plan would create a recreational area that "could be enjoyed by anyone and everyone."
