By 3:30 p.m. Thursday the snow had stopped in Tamaqua due to a lull in the storm andtemperatures hovered just above freezing, allowing streets to turn mostly wet. However, a state of emergency had been declared at 8 a.m. and traffic was scarce all day. For the most part, businesses closed and folks chose to stay indoors into the evening to ride out the
second phase of winter storm Pax, expected to bring another several inches of snow overnight.
