State police at the Schuylkill Haven barracks cited Carly Richards of Schuylkill Haven for retail theft (shoplifting) after an incident that happened between 7:30 and 8 p.m. Dec. 12 at the Boscov's department store in theFairlane Village Mall, Norweigan Township.

Police said the charg was filed after store personnel observed Richards placing a number of clothing items on her person and exited the store withouot paying for the merchandise.
