Frank Randolph, 25, of Saylorsburg, is facing charges of possession of heroin and possession of drug paraphernalia following an Aug. 13 incident in Rush Township.

Randolph allegedly had 20 bags of heroin in his possession, township police said. The incident took place at 3:05 a.m. in the parking lot at the Hometown Commons Mall.
