A developer is proposing to construct 28 apartments in the former Lehighton Area Junior High School on North Third Street, but such a project has serious hurdles to cross.The Pa. Department of Environmental Resources has already made it clear that it will not approve such a project because the community's sewage treatment plant is already overloaded.The Lehighton Area School District has the all-stone structure up for sale after closing it in June. The district is constructing a new high school and will convert the existing high school into a middle school.
