Kelly Jordan, 45, of Palmerton, was cited by state police at the Lehighton barracks for public drunkenness on Jan. 19.

Police said she was observed staggering and falling down at Rt. 209 and First Street in Lehighton Borough. The incident happened at 2:04 a.m.
