Two men were cited early Monday after a police officer observed them urinating in public in Tamaqua.

Borough police were on patrol at 2:50 a.m. when they observed two men in the parking lot of the Tamaqua Diner on Center Street. The men were urinating against the building.The actors were identified as James J. McDonald, 31, of 28 E. Ridge St., Coaldale, and Nathan Phillips, 24, of 225 Barton Dr., Manhattan, Kan.Both men were cited for disorderly conduct.
