A Monroe County woman was cited on Monday for scattering rubbish.

Pocono Mountain Regional police said Alexandru Marian Toader, of Effort, was cited for depositing three garbage bags behind a dumpster at Barlow Drywall, along Service Rd., in Chestnuthill Township.
