Supervisor Penny Kleintop told the public at the Sept. 3 meeting of the Towamensing Township supervisors that the architect's sketch plan of the new municipal building will be reviewed at a special meeting at 7 p.m., date to be announced.

Also under discussion will be a memorial for veterans and a listing of past supervisors. It was decided that a veterans' committee should be formed to plan the veterans' memorial.Glenn Beers said he donated dirt when the veterans' memorial was built in Eldred Township, but doesn't think that would be allowed in Towamensing. He will pass on the information that Eldred gained during the process of planning its memorial.A site meeting was held at Beltzville Lake Estates to try and find a solution to contaminated water. Attending were Sean Corey of Spotts Stevens and McCoy, the sewage enforcement officer; Bill Richards from Rep. Keith McCall's office; Rob Stermer from the Department of Environmental Protection; William Meecham, a resident of the development who brought it to supervisors' attention in August; and the supervisors.They found evidence of contamination of surface water and a stream that begins at an artesian well. Stermer suggested dye testing to eliminate on-lot septic systems as possible sources.E coli and fecal matter have been found in Meecham's well and another house going in does not meet location requirements. The proposed septic system has to be 50 feet from a water source and his is six feet. It is believed the drainage moved closer to the proposed site since the approved test was done. The water will have to be redirected or another site for the septic system will have to be found.Ducks were removed from the property since they were considered a possible source but it did not make a difference.Joseph Faradlo said, after last month's complaint that his septic system did not work even though it passed inspection, he found neighbors whose system were not working properly also and passed inspection. He suggested the township get a new sewage enforcement officer.Referring to last month's questioning about Rickie Green's septic system, Beers asked if supervisors had documentation to prove that a single septic system was sufficient for a three-bedroom house and the apartment which had been built originally as a weight room. "Could someone find that?" he asked.Beers, again referring to last month, asked if the road crew was putting out warning signs when they do road work. George said it is difficult when something like cold patch is being done and they keep moving along a street."It may be a time factor or a nuisance but that's why there is a law," Beers said.Kleintop said the safety of workers is important because traffic moves so fast."Your guys almost got hit. A driver drove into someone's lawn (to avoid them)," Beers said.Resident Lana Acerino asked if anything was done about a noise ordinance. She said state police were called twice about ATVs in Anderson Acres.Kleintop said they will be working on it.Faradlo asked if anything was done about the house across from the fire company. Supervisors found it has three owners none of whom live in the area.Solicitor Tom Nanovic said he was told it was cleaned up, but he took the time to drive past it on his way to the meeting and it was not. He will call again this week.Faradlo asked what it took to have the board increased from three to five members. Nanovic said he can look it up if the supervisors approve. Kleintop told him to go ahead.Earl Beers said it is not only the road crew that is in danger. His wife was coming home and around a corner when the township dump truck was on the wrong side of the road. He asked why ordinances are not enforced as well as having the zoning office handle its responsibilities.He asked why they appointed her if she could not wear two hats to supervisors' meetings - secretary and zoning officer. When she is asked any questions during the meeting supervisors and the solicitor say she is at the meeting as secretary, but other zoning officers have been required to attend and answer questions.Kleintop said she thought simple questions should be able to be answered.Tom Newman said the township Web site, towamensingtownship.com, has pictures from the historical commission and Village Fest. He said waiting for next year would require new emission controls that will add $7,000 to the cost.Kleintop was named delegate to the county tax committee with George as alternate.
